    • Cognition/conceptual change
    • Content
    • Multimedia use
    • Instructional use/adaptability
  • Software Design:
    • Engagement
    • Learner interface and navigation
    • Technical reliability
  • Engineering Content:
    • Accuracy of content
    • Organization of content
    • Consistency with learning objectives

Because each category requires the judges view the courseware from a slightly different perspective, there will necessarily be some overlap in the criteria.
